Basic overview
The Sioux have strong cavalry units, so to have any extra way to improve this strength is going to be useful. However, the Sioux can also make good use of ranged infantry minor natives due to their Cetan Bows sometimes having problems dealing with large amounts of heavy infantry (because of their short range, set up time and lack of speed).

Sioux cavalry are already fast, so why not make them faster and give them more HPs. The Comanche allow you to do this, and although the Bow Riders the Sioux have are better than the Comanche themselves, the speed upgrade in particular will prove very useful to the Sioux. |

The Inca speed upgrade to infantry can be used to combine with the Sioux War Chief ability to speed up units around him. Using Incan Huaminca and Axe Riders, you have a very fast and mobile force. The Incans also provide Bolas Warriors, which can replace Cetan Bows, and are ideal against large groups of heavy infantry. |

The Seminole are of special note to the Sioux - not because the Seminole could be used instead of Cetans - but because the Seminole Bowyer technology can improve Cetan Bows to a satisfactory level, and can make Bow Riders even more powerful. |
